What is a digital bank, and how does it differ from a traditional one?

A digital bank is a licensed bank that serves its customers through online banking, apps and a relationship manager instead of a branch network. It is a bank in the legal sense: it holds a banking licence and follows the same Central Bank customer-check rules as a branch-based bank. What differs is the service model, so compare how you are served, not whether regulation applies.

Key takeaways

  • A digital bank is defined by its delivery model, online and without branches, not by a lighter licence.
  • Central Bank of the UAE guidance lets banks verify identity digitally, provided remote checks are at least as strict as face-to-face ones.
  • The practical differences are in cash handling, in-person help and how roles and approvals are set up online.
  • Check the licensed entity and what its licence covers before comparing features.

What a digital bank is

A digital bank delivers its services mainly or entirely through digital channels: online banking, a mobile app and support by phone or through a named relationship manager. It has no branch network. Everything a customer does, from applying to approving a payment, happens through those channels.

The term describes how a bank operates, not a separate legal category. A banking licence is the authorisation a regulator gives an institution to take deposits and provide banking services. A digital bank needs one, exactly as a branch-based bank does. In the UAE, the regulator that licenses banks is the Central Bank of the UAE (CBUAE).

How a digital bank differs from a traditional bank

The differences are about service and process. The regulatory baseline is shared. The table sets out the points a company usually weighs.

Is a digital bank regulated like any other bank?

Yes, where it holds a banking licence. Central Bank of the UAE guidance on customer due diligence lets banks verify identity with digital systems as well as physical documents, provided remote checks are at least as strict as face-to-face ones. The channel changes; the standard does not.

A digital bank is not the same as every online financial business. A payments app or wallet may hold a narrower licence that does not allow deposit-taking in the same way. Before relying on a provider, identify the legal entity that holds your money and the licence it relies on. The comparison of the VARA and CBUAE licences shows how two different licences cover different activities.

What changes for a company in practice

For a business, the change is mostly in day-to-day control and support rather than in the rules that apply.

  • Onboarding. Documents are submitted and checked online. The bank still verifies the company and identifies every individual who owns or controls 25% or more. The guide to opening a corporate bank account in the UAE sets out the documents and steps.
  • Roles and approvals. The company usually sets up who inputs, checks, authorises and releases payments in online banking, and the approval path follows those rules.
  • Support. Help comes through a relationship manager and a contact centre, not a branch visit.
  • Cash. A bank without branches has no counter, so cash and cheque deposits need a separate answer from the bank.

How Zand Bank describes itself

Zand Bank PJSC describes itself as an "AI-powered bank for the digital economy and first fully licensed all-digital bank in the United Arab Emirates". That is the bank's own wording, and the about page on the bank's history, owners and regulators notes that the "first" claim is not measured there. Zand Bank PJSC is licensed by the Central Bank of the UAE as a bank.

It also holds VARA licence no. VL/2024/12/001 for Custody Services, for Institutional Investors and Qualified Investors only. That licence covers digital asset custody and is separate from the banking licence. Zand AED is issued by Zand Trust, a wholly owned subsidiary of the bank, and not by the bank itself. The guide to how AED stablecoins work explains that product.

On service, the bank has no branch network: business clients are served through online banking, a Relationship Manager and the Contact Centre. The business account page marks cash and cheque deposits as to be confirmed, so ask before you rely on them.

What to check before choosing a digital bank

  1. The licensed entity. Name it and confirm the licence on the regulator's public register.
  2. What the licence covers. A banking licence and a virtual-asset licence are different things.
  3. Published charges. Read the schedule. Zand Bank's figures are on the fees and charges page.
  4. Security and assurance. Look for named certifications and how access is controlled; see the bank's security page.
  5. Cash, cheques and escalation. Ask how each works and who to call.

Frequently asked questions

What is a digital bank?

A digital bank is a licensed bank that serves its customers through online banking, apps and a relationship manager instead of a branch network. It is a bank in the legal sense and holds a banking licence. What differs is how it is delivered, not the rules it must follow.

Is a digital bank as safe as a traditional bank?

Safety depends on the institution, not the channel. A digital bank licensed by the Central Bank of the UAE is subject to the same licensing as a branch-based bank. Check the licence on the regulator's register and read the bank's own disclosures, because no licence or rating removes risk.

Is a digital bank the same as a fintech or an e-money wallet?

No. A fintech or wallet provider may hold a narrower licence that does not allow deposit-taking in the same way. A digital bank holds a banking licence. Always check which legal entity holds your money and under which licence.

Can a company open an account at a digital bank?

Yes, where the bank serves companies. The same customer due diligence applies: the bank verifies the company, identifies its beneficial owners and records the purpose of the account. The guide to opening a corporate account sets out the documents.

What does a digital bank not offer?

Typically no branch counters. Ask how cash and cheques are handled and what in-person support exists. Zand Bank states that it has no branch network and serves business clients through online banking, a Relationship Manager and the Contact Centre.
